NSPS Proposed Regulation # 4 Proposed Regulation # 5 As I understand it, the cost- of- living increase is usually approved annually by the president and congress, and will become a part of the pay band system and not be automatically given to everyone in civil service. If an employee has done a superior job, then an increase in pay is definitely due as a reward. However, inflation has been a fact of life, and I believe that people should also continue to receive cost-of-living increase automatically. Do not include the minimum cost-of-living increase within the pay band. Rewards for superior performance should be a part of the pay band. All government employees should strive for excellence, and should be an edict in government service.
