Subject matter page 7573 Next Step Paragraph: 2 “If there are on objections to or recommendations on a proposal it may be implemented immediately.” I have objections on the following Summary page 7552 Paragraph: 1 “NSPS aligns DoD human resources management system with the Department’s critical mission requirements and protects the civil service rights of its employees.” I find this statement to be untrue for the following reasons: A 30 day review for this Proposed Rules is not a sufficient amount of time for the common laymen i.e. trades person to fully comprehend the proposed rule changes. How can you expect a rule to protect someone who doesn’t understand the rule? I find the words on page 7553 offensive to say the least, “These inherent weaknesses make support of DoD’s mission complex, costly, and ultimately, risky.” It has been my experience in my 25 years with DoD that in the time of need, and when the call for support was made, we the civil service employees have risen to the occasion. I feel that these new proposed rules will have an adverse effect on the Department's critical mission. It is my understanding and nowhere have I found collaboration with employee representatives. I have reviewed the NSPS web site and do not find any Union input mentioned.
