As long as there are fail safes to ensure that all employees are treated fairly, there should be no objections to NSPS. However, as long as there is the 'human' factor there is a possbily of unfairness. For those employees that are hard workers, having to work for a reward will be no change in behavior from today. For those that have had rewards handed to them, there will be a major behavior change. Hard work is no stranger to those that deserve rewards, let's ensure that the rewards are fair and equitable.
