.908(a)(7) imposes restrictions on the NSLRB authority to issue status quo ante remedies: those remedies can be issued only when intended to cure egregious violations of the NSPS labor regulations or where there is an economic hardship or interference w/the efficiency or effectiveness of the Department's mission or impact national security. If these remedies and Board decisions are reviewable by the FLRA, the FLRA should also be held bound by those remedy restrictions. Otherwise, would it not be possible for the Authority to offer a counter decision on the status quo ante order.
