Subpart C, 9901.342.(d).(4). What is to prevent future budget considerations forcing the managers of the pay pools from requiring all performance payouts as a one time award vice performance pay increases? As we all know there is always a push to reduce cost and one way to accomplish that goal with this system will be to minimize or eliminate pay raises which will effect future years budgets. This is the thinking which goes into denying quality salary increases in the current system. In my opinion this new system will devolve into the same problem under budget pressures and result in wage stagnation and exactly what is not desired, high performers leaving DoD positions.
