The proposed National Security Personnel System (NSPS) regulations issued by the Department of Defense (the Department) and the Office of Personnel Management (OPM) are deeply disturbing to me as a Department employee. I believe that these proposed regulations exceed the authority Congress granted in the NSPS statute in the following ways. As an employee serving overseas during a time requiring extra committment and concern, especially about my family and friends, I feel this legislation undermines my rights and deteriorates the relationship I have with my employer. It is puzzling that I should have to worry about protection from my government rather than others. And it is unfair to use the current tension in the world as an opportunity to reduce in any way my current rights as a federal employee. I hope this concern is heard loudly and clearly.
