Section 9901.106 – Continuing collaboration process –The proposed NSPS includes a process to involve unions in developing the details of the system. In this process, the Secretary would decide how many union representatives would be included and whether or not they are merely commenting on draft directives or involved before the draft is actually proposed. Written comments submitted by the unions will become part of the record and will be considered before a final decision is made. Why does this not violate each employee's right to determine on their own who will represent them? This right is given to us by Law, and the Secretary is trying to take that away.
