Comments:
When considering improving the defense civilian workforce more than enhancing efficiency must be taken into account. Civilians are public servants and the public interest must surpass the interests of any single interest. The framers of our Constitution put into place a system of checks so that in the long run the public interest would win out. When the NSPS is put into place what checks will be part of the NSPS to give the citizens of this country the confidence that civilian employees are operating in an environment where the greater good is paramount and ethical fitness is championed?
