It is my opinion and exiperience that the proposed regulations will cost lives and billions of dollars. The proposed regulations will make the following happen more and on a greater scale. Because of regulation changes over the years, it is my opinion and exiperience that more employees, to get performance money, disregard the consequences to the Government. To get performance money, employees knowingly deleted road installation requirements. The employees responsible got performance money, and left for other jobs within a year. The road failed in about a year. To get performance money, employees got your communication system on time and under budget, those employees are leaving for other jobs. Property and roads damaged by improper installation of their system showing first signs of failing. Cost 100 million plus? To get performance money for awarding a contract on time, employees awarded a contract to build buildings on land the Government did not own. We gave change orders to relocate the buildings to land we own. Employees let private citzens build dams on Government property because to say no would affect their performance money and get them fired. This is not everything. It is my reading of history that the old regulations were put in place so above would happen less. So I would not make the changes you propose.
