I'm making a general comment on the proposed NSPS. What do you people have against Federal employees??? After reading this proposed regulation I can only say one thing, God help us all. Not only are you proposing a system that is sure to be abused by management, but you're also taking away or minimizing employee rights to appeal management actions when these abuses occur. Somebody has got to rethink this regulation. I would imagine that if the regulation is imposed on the federal work force as written the affect will be devastating. When the employees finally realize how badly they've been screwed morale will surely suffer and this will undoubtedly adversely affect national security. Please, go back to the drawing board and take another shot at this and this time do it right.
