This whole pay system NSPS is a bunch of crap. It will not help anything other than the politician. I have worked civil service for 20 years and now my loyal time could be jeopardized with this system along with other fellow workers. Civilian GS employees are the backbone to holding DoD facilities without their loyalty, alot of knowledge would be gone, not to mention historical history in the organizations they work, the government will become as the civilian world of who cares. As the current system goes the only problem with it is the hiring aspect where you are forced to hire who is on the priority list, where I don't see it will change with the new system. As far as raises if your friends with the boss you will get a raise if not your screwed. Congress better rethink this, as in the present system you do have continuity, having contractors working we see more come and go than you do the GS worker who is loyal to the government needs. If the question of hiring is the issue just change that, not the whole pay system and say it is for security. The government needs to do better in areas where security is a problem...which is not the pay system.. GS employees should have a say and you should listen. Oh I hope this change affects the SES grades too. We need to know the actual facts on how it will affect our TSP, retirement, union rights. Who ever thought this plan up and we all know who that was needs to take a hike and leave the GS system alone but modify the way we hire ONLY. Again this new proposed NSPS is nothing to do with security it is a bunch of crap to do the GS Cvilian worker injustice.
