Concerning supplementary information Subpart B (Classification) Pg. 7558: It states,"DOD will establish broad occupational career groups by grouping occupations and positions that are similar in types of work, mission, developmental/career paths and/or competencies. The occupational career groups will serve as the basic framework for the NSPS classification and pay system." Many of us at Puget Sound Naval Shipyard were part of a failed experiment eleven years ago called "right-sizing". We were taken from the trade we were hired to perform and put into another one that couldn't be more different as far as the job classification goes. The job classification we were hired for was one where pay was based on thinking, with very little physical labor. The job classification we were moved into is one where pay is based on physical labor with very little thinking. The job classification that we are currently in is one that we have not submitted a resume for, or claimed to have any knowledge of or physical capacity to accomplish. This leaves us likely to receive pay reductions for unacceptable performance and vulnerable to RIF actions as described in Subpart-F (Workforce Shaping) on page 7564. The proposed rules of NSPS does not address how those of us who were "rightsized" will be moved back into the occupational groups for which we were hired.
