I wish to voice my opposition to the proposed NSPS legislation that is slated to be passed shortly...which will end our bargaining rights. I feel that the proposed regulations EXCEED the authority Congress granted in the NSPS statute....management will be given too much power "to otake whatever other actions may be necessary to carry out the Department's mission" - there is no definition or limitation in this regulation....thereby ending collective bargaining which is in direct vioaltion of Congress' specific order to the contrary. Management can literally apply it to any situation in the department by denying bargaining. Congress instructed that there would be an INDEPENDENT THIRD PARTY TO REVIEW LABOR RELATIONS DECISIONS.....in this new NSPS regulation 990l.907.a1, the Secretary of Defence is provided with UNILATERAL POWER to appoint as many members to this review board as desired - we have a right to be heard fairly when we have been unfairly treated in our workplace.....we will forever loose our rights to a fair hearing. DOD and OPM should start over and develop a new system, working collaborativaly with employee unions. This NSPS is not the way to go in A DEMOCRATIC SOCIETY.....DESPICIABLE WITH WHAT IS HAPPENING TO US.......
