My comments are directed at the proposed regulations overall, Congratulations to all involved in in this dismemberment of the current civil service personnel system. You have finally managed to to bring in to the open what we call in the south "good old boy" management. In 30 years of government service I have heard such pearls of management such as "you got a job, thats your performance award", "your performance award comes every two weeks", and "just jump through the hoop when I tell you". Now I suppose I can look to hearing added to that "if you don't like it here maybe we can find something for you in Bahgdad", or any other place we are going to bring democracy to at the barrel of a gun. Congratulations again. You have managed to wipe out 70 years of a very workable and satisfactory personnel system all under the guise of "Homeland Security". I look forward to my retirement. Just hope I can get out before you screw it up too.
