As a Department of the Army Civilian, I am strongly in opposition to this purposed change. I feel the primary reason for this change is to subjugate the civilian workforce to the same policies as the active military. There is a basic difference between the military and civilians, There are certain protections in place to protect civilians from oppressive, short term, and overbearing military leaders, many of which have little or no leadership/supervisory experience. These changes would give military supervisors the ability to hold promotions, pay raises, retention, and even assignments over our heads to further their careers. This would throw the workforce into turmoil and drive away many years of experience. I do not want my military supervisor to have the power to order me to an overseas assignment, to go TDY without proper compensation, or withhold pay raises without recourse. This measure will effective eliminate collective bargaining and remove the protections of a collective bargaining agreement. Also during RIF proceedings, retention would be based solely on supervisor discretion and not on senority, which would narrow down to being a "popularity contest". Changes are sometimes necessary for the good of all parties involved but this purposal would have a devastating effect on the civil service workforce and should be scrapped immediately. Mr. Rumsfeld's NSPS (Civil Service Reorganization Act) will put into play rules that will be in effect long after he enters retirement which we will be left to deal with for years to come.
