First lets start with this comment; we must keep in mind that we will be dealing with at times folks who wil use their feelings such as likes and dislikes for other people working under them in order to promote or slow down the rate of promotions. . It is with this comment that i do not like the thought of giving pay increases based on the fact that the superviser will make the decision on wether you get a pay increase based on your performance. i say this because we are talking about sometimes people who are supervisors but who are maybe not as proficient in your field of work and are not realy qualified to judge if you are doing your job at a high level or not. I do not like the fact that when a person puts in a long tome dedicated to doing his job that he can be held back by a supervisor who has just been assigned to that section and needs time to get to know this person. So since when does longevity count for nothing. Pay bands: this is putting a person in a box that management is the only people who decide who stays in and who gets out. ( I like you you can get out,I don't like the way you dress,look.talk.etc you do not get out) By doing this you give people the impression that this is a government way of saving money by keeping folks in an entry level position for a extended period of time. the fact again is that this is being put in the hands of sometimes people who will do this fairly. Labor relations: i do not see any room for collective bargaining without running the risk that someone will say that it goes against national security. It also gives management the right to stop any complaints before they get to their superiors who may override their decision. Or try to trevielize the complaint to influense an eventual decision.
