After 13 years in the DoD civilian personnel community, I must state that I support the NSPS. I believe that supervisors need the pay flexibility to retain their employees and attract new individuals into federal service. I believe that pay-for-performance can work as long as supervisors and managers are trained in the process. I believe that the vast majority of employees will actually see larger salary increases than what Congress typically authorizes. I also believe that it is time to change the bargaining process so that managers and union officials can concentrate on the mission related items. The only concern that I have is that the DoD must be committed to fund this drastic change. NSPS will succeed if DoD CHOOSES to provide the resources. Let's make this change and move toward the future!
