When Pay Banding replaces the GS pay system; when Pay for Performance replaces longevity step increases; when my worth to the organization and even my annual income is at the sole discretion of one individual -- my immediate supervisor; as proposed by NSPS, is when I will I will begin an urgent and determined search for a Civil Service position outside of DOD and DHS. By the way, based on annual bonuses and one-time spot awards, I have consistently been selected as one of the top performers in my organization. But I just don't trust the proposed NSPS regulations. The Civil Service rules of Title 5 may need some changes, but they are too good and work too well to be thrown out entirely.
