I have read the documents and conclude that NSPS is a very BAD thing. It is BAD for civil servants and it is BAD for national security and it is BAD for America. It will succeed at removing 'some' of the poor performers BUT at too high a price. It will also allow for the de-valuation and removal of good, honest, high-performing civil servants that happen to fall under bad management. I am sure that nobody will be surprised if I mention bad management in the DoD! Change can a good thing, but this change is about breaking Unions, removing job protections, and will quickly ruin the workplace for hardworking civil servants. While the NSPS people claim that they will make things fair, I have my doubts. This is not a vote, a negotiation, or a time of consideration; if they have their way, this is a 'done deal.' The NSPS was designed well over a year ago, and one has to wonder whether any amount of public comment will change it because the authors of the NSPS do NOT WANT INPUT. They want to dictate and enforce their vision. As far as they are concerned, the ink is dry. They are just reading these comments to find several positive examples to include in the sickly-sweet PowerPoint briefs that you can find on the NSPS website. -- Many government workers have to say unpopular things on a daily basis. (for example: 'The subsystem does not work per specification.' 'The contract is contrary to Law.' 'The solder-joints are faulty and dangerous.' 'The manager is in error.' ) The consequences of this for rank-and-file may be that bureaucrats (high and low) will get angry and seek out the way of administrative retribution. Anyone who has worked in DoD for more than a year or two will already be familiar with this situation. What form of retribution might you ask? Poor performance ratings or a quick civilian deployment to an assignment in a war-zone. NSPS is BAD for workers and BAD for America.
