It appears the Department of Defense is confused. In its discussion of the coordination between DOD and OPM it states that it is clear that Congresses intent was for the two agencies to jointly prescribe the regulations. However when Section 9901.105 was crafted, the "prescribing to be done by OPM" was written out of the proposed regulations and OPM was put in the subserviant position of someone DOD is coordinating with. How is the term prescribing turned into coordinating. I believe that this proposal should be withdrawn and OPM be given a full and equal roll in prescibing the the regulations.
