The Department of Defense has a vast history of it's own department as well as others to identify offenses which are so greivious that mandatory seperation is the only solution. It is indicative of the degree of preparedness the DOD has when it cannot establish and publish in the Federal Register those offenses that qualify. I believe it is lack of preparedness, not lack of information that prevents the list of offenses being produced as part of the regulation. The final version should not be published untill the Secretary can take the time to develop and publish the list. I fail to see how OPM will be involved in prescribing this portion of the regulations when it is to only be an "issuance" of DOD. The Office of Personnel Management should co sign all "issuances" as a prescribler, to meet the acknowledged intent of Congress.
