I have serious reservations about certian areas of the NSPS proposed syatem. By allowing Supervisors to decide the merit and pay raises for employees without any substantiation or review is ludicrous. The supervisory staff has already shown perferential treatment for specific "Golden Boys", thoes employees whose only skill is sucking up to the boss and are ineffectral at the performance of their duties. They are fast tracked to promotions over more qualified and better performing employees, and only ritualistic complaints to OPM have been abel to curtial some of the practices in the past. There appears to be no definitive recourse for such actions under NSPS system. Another cause of concern is the removal of Locality pay in deference to Market Rate of local skills availabel in the area. This does nothing to remedy the requirements for remote and hardship areas (Ft Greely, AK) where is locality pay is necessary in orger to lure personnel to that area to work. And lastley Deployment of DoD emplyees. I have served my country in the military and have deployed to two countries (as a military police officer) since 9/11. I have recently left the military and recived a position as a Dept of the Army Police officer and I now am being informed that I could be targeted to be deployed back to a country at WAR, THAT I CAME CLOSE TO LOUSING MY LIFE IN, TWICE. Last time I checked I did not sign to re-up in the military. If they called me tomorrow and said I had orders to rejoin a MP unit, then I would go. But to be informed that I have to go as a civilian police officer. I think I would rather get out of the goverment and join a Shariffs dept or another civilian Police department rather than a goverment one. NSPS is not a good idea, it needs to be rethinked or just gotten rid of periord.
