What needed to be changed was managements ability to discipline workers and make changes to the work force structure. This could have been accomplished with out affecting the pay structure. Pay should never have been attached to the NSPS system. No matter how you look and the GS pay schedule it provided the worker with certian guarantees of pay and non interference from higher echelons of Management. We have seen quotas being forced on raters to award only a certian percentage of their work force with high ratings. While having to tell good workers that they can be rated high because the rater is not allowed to have all good workers. The new system is not new it is an old system with new names and bells and whistles.
