Specifically the Secretary of Defense is given to much power without sufficient checks and balances. The SecDef appoints two of the three members of the DoD Review board. There is also the SecDef decisions on administrative actions againist employees are not reviewable by other authorities. All actions should be reviewable to protect everyone againist unreasonable actions. I realize that the pesonnel system needs an overhaul but the key to long lasting change is that it is properly evaluated. The pay banding and the flexiblity that it offers is a good point but there is no mapping of the proposed bands. I was disappointed because this is an open issue.
