While the changes look good on paper, the changes will permit management to reward even more the "good ole boys" who are currently doing a substandard job. The total management scheme needs to change before this type of system will be effective. I have worked in a military hospital for over 37 years. Our hospital does not give the equivalent care as the down town hospitals because the personnel do not have equivalent education and training for many of the higher paying jobs, nor is there a requirement for continuing education in many of the departments. There is a practice of hiring retired military (LTC, COL, MAJ,MSG, etc) and placing them in positions that the only way they can maintain these positions is by "rubber stamping" what the subordinates demand. In many of the departments subordinates keep management hostage. This proposed system will only aid and abet more of this type of behavior, as the subordinates will demand and get more pay, etc. The only way the system can be improved in a professional setting as health care is for total contracting out.
