I am writing to you because of my concern about the new authorities proposed for the NSPS. I do not agree with the sweeping authority that has been proposed that would limit the civilian employees civil rights now protected under the present union contract for the Department of Defense Dependents Schools or DoDEA. Civilian leadership cannot be trusted with the same "blanket" of power that applies to the military leaders in our uniformed services. Furthermore, there has been NO information shairng from the DOD as to why this new management framework is being imposed upon the DOD schools, nor what problems management wishes to address with the adoption of NSPS. The "pay performance" system seems to be a deceptive lableling for what seems to be inventive dictatorship, where employees will refrain from asking important questions that lead to reflection. That reflection leads to school improvement. If management is given this kind of control over employees, communistic procedures are sure to folow. This will reduce salaries, morale, and the quality of the DODDS school system. For these and many other reasons, I oppose the implementation of NSPS and I urge leadershop to instruct the Secretary of Defense to hault any further developemtn of NSPS until the employees--"we the people"--have a chance to provide input into how we are governed.
