I work on Redstone Arsenal, Alabama. I am in my 28th year of Government Service. My personal opinion is that the General Schedule pay system is not broken, so why fix it? It, like anything else just needs some changes to the rules. I will agree that current step raises with the GS System is out of line and should be adjusted. It does give pay raises to those who truly don't deserve them. Bringing in this new Pay for Performance System is not going to solve the problem with non-performers. It is only going to make things worse. The first time one of the non-performers don't get a raise there is going to be complaints filed. I would like to know why the Federal Workforce was not asked for comments before the Secretary of Defense asked Congress for permission to change everything? Did he perhaps have something to hide? Otherwise, why be so secretive about everything? Lay everything on the table and be upfront and honest about it. Do you go buy a new car every time yours breaks down? Of course not. You get it repaired and continue driving. I will be retiring in less than 34 months. I will receive my last step raise under the General Schedule in Oct of 2005 so I guess you could say I am just about topped out at my current Pay Grade. No matter what the Government does regarding Pay there are always going to be those lazy ones around and I would like to see the Government try and fire some person who is among the minorities. I smell law suits already and it is going to happen. I know in the private sector non-performers don't last very long. You either work or you're out the door. This is the way it should be. I can't understand why the Government is always trying to make a big deal out of something so small. Simply make some changes to the current pay system and keep on trucking.
