In theory Pay for Performance sounds like a great idea, but in practice it is very anti-teamwork (since you are basically competing with others on your team for a limited pool of "bonus" money). If you are topped out in your payband your salary has no where to go but down. I say this from experience as I was recently under a similar Demonstration Project with the Navy. The good old boy network prevails and those in favor with the management (whether management is supporting the mission of the organization or not) make out. In the federal service many workers ability to do there job well is dependent on their budget they have to work which which is most often beyond there control. Thus you can basically be competing against others who have a lot larger budget and support staff and can afford to operate less efficiently. Bottom line, the system is unfair and unless all of these factors are taken into acount, it will not work as advertised.
