I am concerned about the mobility requirements under the new NSPS. I did not enlist as a soldier; I am a working civilian with a family and a mortgage. I did not take my job under terms that would allow the federal government to up and move me with no notice. I am also concerned about the promotion potential under the new system. Basically, if my supervisor doesn't like me, I don't stand to be promoted, even if I am doing a better job than the person sitting next to me. In addition, we will be dependent on our supervisor's negotiation skills to bargain for bonus money within a pool of supervisors trying to do the same for their employees. This promotes hostility amongst the management tier, which is never advantageous for anyone. Furthermore, performance appraisals are not done at the same standard across the board, and it seems the new system would short change sections like ours and people like me, who actually work hard every day to get something done.
