You may have good intentions, but I believe you are going about this the wrong way. You have left education out of the picture. You have a lot of managers that don't have education in their fields and/or don't know what they are doing. They don't understand how to evaluate people's work, let alone determine pay for performance. You will have a lot of decisions based on subjectivity and see promotions of those subject to the Subjective. This is not going to create the kind of work force you want to create, will not give the taxpayers a good return on their investment, will not be good for the country and will not be good for the Department of Defense. I've seen a lot under the current system that discourages an optimal organization, but I don't think this new system has been thought out enough. Please stop and re-evaluate what you are doing because I fear that you will be making the situation even worse.
