Without taking either side on the NSPS situation, I think there are pro and con lessons to be learned from the now defunct "GM" federal personnel system of some years back. On the highest conceptual level NSPS sounds much like the GM personnel system that had been virtually abandoned except for people like me who have to carry the GM prefix instead of the GS prefix and have no step number on their official paper work.
