I stated with Civil Service when your performance was rated. Then the system changed to meet or not meet standards because supervisors and organizations were not doing a good job of evaluating performance of employees. This appears to be a step back in time to a system that didn't work correctly. These proposed pay models have been around for years but the plan is being pushed forward with mandatory dates without adequate planning for the transition. Good ideas fail because of adequately planning for change management. There should be clearly written implementation instructions to help people understand the system. How will the funding be protected from being pulled by bases, commands, etc? How will funding be distributed to the base? to organizations? What will prevent a high visibility organization taking the majority of the funds on a base? What is to prevent classification being tied to available funds versus funding available? What safeguards will be in place to ensure supervisors are trained and grading the same? What is to prevent reduction in Force being used to lower the age of the work force?
