I think the existing system was long overdue for an overhaul. I'm a veteran with 22 years of service and I have been working for about three years in the civil service arena, in the short period of time that I have been working in the civil service, I have noticed that when it comes to promotions or advancement, seniority outweighs the employees performance. In my opinion the current proposal would only affect the "non-perfoming"employee. The employee that works hard and is always performing will surely benefit from the new system. I believe as of right now, there is no incentive for an employee to work harder and achieved higher goals, specially if you are a new employee due to the way the system was created (focusing on seniority vs performance). During the time that I was in the military, I learned that those who wanted to advance and aspired higher grounds, were those individuals who worked hard, always performed at higher expectations and were always seeking higher education and skills through training and schools. In my opinion only the "non-performers", the "non go getters" are the ones that will be highly impacted by the new proposal.
