The present Civil Service System was enacted to prevent corruption in the system and promote fairness. In NSPS, I fear cronyism will become part of the system with the ease of contracting out jobs. Yes, changes are needed in the Civil Service system, but NSPS is throwing the baby out with the bathwater. One should first spend a few years observing the effects of NSPS on the Homeland Security personnel before making such a drastic change in the Department of Defense. The NSPS regulation is very broadly written, with specifics to follow after Congress approves this regulation. Of course, Congress (representing the American people) will then have lost their chance for input.
