As you well know African Americans have made great strides in recent years within the Federal service, but we still lag far behind in the high grade areas. My current position has allowed me insight into highing practices, promotions, and awards. Because we have little representation at the higher levels I fear we will not receive equitable compensation( in other words the playing field will not be level). I have watched/observed over the years high grades receiving very large monatary awards/compensation while mid-range and lower level employees receive much lower awards for contributions/performance (contribution/performance, call it what ever you like....semantics) . A more just or quitable system would strive to remove as much of the human element as possible to avoid abuse and potential law-suits/litigation. We all know for as much as we try to do the right thing sonething inside of us, that human element/mortal element will create conflict with in us. As I stated early on we have major problem manageing an awards pot but yet the decision has been made to turn hiring, firing, promotions, and salary increases over to the same indiviuals who continue to reward each other, and hire there????? you figure it out. I think it's very important to understand these are not angry statement, they are observation. If we really want to fix a broken system lets fix it not implement one with blinders on. The real question is who will stand up and really do whats right. Thanks for the opportunity to express NSPS concerns.
