Comments:
am very concerned about the ease of downgrading members--have seen nothing explaining how the process will work--is it as easy as just submitting an email to the civilian personnel officer or will there be requirements that must be met before the downgrade can occur--written documentation about member's performance shortcomings and proof of previous counselling, chances for improvement, etc. If there is nothing that supervisors must produce, personality conflicts will be the major deciding factor in the action.
