Section 9901.408 Developing performance and addressing poor performance. I do not think that there could be a better performance improvement plan than the one that is written inot the contract that was negotiated in our Activity. I work for NAVFACMIDLANT. Our negotiated agreement has a section that outlines the requirements of employees and requirements of management. I would duggest that when writing the implementing issuances DoD should look at this document to get some guidance. My union Brothers and Sisters worked hard with management to address the needs of the Navy as well as balance the needs of the people.
