The changes caused by the National Security Personnel System defeat the intent of the Merit System Protection process and will allow discriminatory practices against disabled employees like myself. The NSPS will eliminate a number of opportunities for competitive advancement and instead replace them with paybanding that will significantly reduce the opportunity for the merit system to work. Managers will not need to have employees compete for promotions and instead will pay the as they see fit. Disabled employees will continually be disadvantaged by this process of non-competition and manager perogative. NSPS limits competition, limits mert system protection and will without a doubt place disabled employees at an even greater disadvantage for advancement based on achievement. I have almost 24 years with the Army. During the last 20, I served either as a team leader, office chief, manager or supervisor. This NSPS will fundamentally change the process of "fairness" in federal government employment and I have no confidence that the military bureaucracy will carry it off without discriminatory actions taking place.
