Sections 9901.231 and 9901.373 – Conversion – When employees are converted to the new system, DoD says they will not suffer a reduction in their rate of pay. There are no assurances in the regulations that they will be made whole, however, and given pro-rated amounts towards their next step or career ladder promotion. Other personnel demonstration systems gave employees their step buy-ins. Will NSPS do this?
