Comments:

1) These Regulations are not complete. You are wanting us to accept these regulations without specifying what the new rules are going to be govering key areas such as overtime (9901.361 (b)) and performance standards (9901.406). 2) These regulations do not serve the Nuclear Navy. The concepts set up by H. G. Rickover govering the nuclear navy are based on eliminating problems while they are small. Personnel who consistently point out small problems that need to be corrected by the management team will be penalized during the performance rating process. Hence this will eliminate this critical tool when personnel only point out problems that the management team wants to address. 3) Planning, Training, and Safety are key areas which make production processes operate smoothly and make us successful. These areas are aleady being squeezed by budget constraints. These regulations have the potential to effectively eliminate adequate Planning, Training, and Safety reviews, leaving them only as a facade. I see these regulations as a poor substitute for having good management. The government should have the ability to hire and fire personnel upon demand, not the ability to decrease their previously agreed upon pay on an annual basis without any recourse other then resigning their position.
