With respect to Subpart D: What accountability mechanism is envisioned for military supervisors of civilians? Will unsatisfactory management of civilian personnel have an adverse effect on military evaluations/fitreps? Will incompetent civilian personnel management be career-affecting for military members who otherwise would receive high marks on their evals/fitreps? I write this from the point of view of a civil service employee in an environment where some military supervisors of civilians have taken their responsibilities in that area very cavalierly. (Not setting standards on time and then expecting backdating; no or inadequate input on performance through the year, just for a couple of examples.)
