I am opposed to NSPS. The federal register doesn't even outline how the broadbands will be distributed. How can a pay for performance system that doesn't even identify the specific pay bands even be considered for implementation? At least when the Acquisition Demonstration Project was implemented, the specific pay bands were identified right in the Federal Register. It didn't just state...."to be determined"!!!!!!!
