Section 9901.514 Non- citizen hiring. Since when did hiring non citizens meet the litmus test of security. I thought the whole reason for this massive revamping of the personnel system was the United States has been attacked and the Department has critical mission requirements. How is it that hiring non-citizens can meet these requirements? Are we really going to be safer? National Security?
