Under NSPS, there will be pay pool managers and panels, charged with the overall responsibility for the ratings and distribution of the payouts in a given pay pool. Based on experience with existing personnel demonstration projects that use pay pools, the pay pool manager and panel are additional layers between the employee's supervisor and their actual payout. An employee's supervisor could tell him or her all year long that he or she is doing a terrific job and can expect a meaningful increase. The pay pool manager might decide, however, that it makes more sense to give a bigger amount of the finite money in the pool to another employee or another part of the organization. The employee might get a smaller amount than expected, or might get a bonus payout rather than an increase in basic pay. The pay pool manager may or may not have any idea of the level of performance of individual employees, yet they are in the position to determine pay increases on an individual basis. It's riduculous to think that a manager who has no idea of an individual's performance can affect their pay.
