Pay Band - "Larger increases will go to outstanding performers; unacceptable performers will not receive an increase." If management did its job, the old system would work. Yes, I will try the new system. I hope it is properly managed at the both the high and local levels. I am a national award winner and I like the old pay system because it reduces the amount of favoritism in the pay increase process. I see the experienced staff being at a disadvantage since the future pay increases will be coming out of their future pay and cola. The new policy may make a decision to start a Government service career more desirable for the short term but at the expense of a long term career. I have already learned that young people are considering leaving government service once they obtrain more experience. When I leave, the government will likely have to pay a contractor to do my specialized work at a much higher rate and often receive a lower quality product. The local expertise may be gone in as little as two years. Recommend that the new system be reviewed evey three to five years.
