The NSP personnel procedures represent a fairly dramatic change in the real due process and appeal options of the federal employee. Frankly, these changes make the protection of federal employees worse than industry. As in my area my non-government counterparts are making anywhere from 25 to 50 percent more than me, my only real "compensation" was a sense of doing a patriotic duty knowing I was in a less cut-throat neighborhood than my civilian counterparts. If implemented, I am then in a WORSE environment than them for LESS pay. If the ultimate idea is to destroy civil service, this is a brilliant plan as luring new workers in will transition from challenging to impossible. The civil service workforce will die by attrition.
