Section 9901.351-355 – Setting pay – Managers will be able to set the starting rate of pay anywhere in the band for newly appointed or reappointed employees, when an employee is promoted to a higher band, or reassigned voluntarily or involuntarily to a comparable band. This opens the door to possible abuse by employees and managers alike.
