Sections 9901.405-406 – Setting and communicating performance expectations – There are very few actual detailsin these sections. Supervisors will communicate performance expectations, prior to holding the employee accountable for them. DoD says it wants the flexibility to change and modify expectations throughout the year, but claims that supervisors will inform and involve employees in those changes. It is hard to imagine managers, many of whom fail to have any performance discussions with their employees, now communicating constant changes in expectations. This also means that a supervisor will be able to change an employee's objectives in such short notice that the employee can not possibly meet those objectives, and therefore receive an unacceptable performance rating.
