Section 9901.511 – Appointing authorities – DOD and OPM will be able to jointly create new competitive or excepted appointing authorities for NSPS positions. These may include noncompetitive appointments and excepted appointments that may lead to a subsequent noncompetitive appointment to the competitive service. This will create new patronage opportunities for DOD.
