I feel the NSPS can be really good for all if the "good ole boy" system doen't get worst. I only have one concern with the regulations. I am an 855 engineer and pay banding could set me up to max out my band from the start if 12s are put into the mid band. Someone should be educated that the difference between 12 and 13 engineers is only their placement, not the quality of the person. They should both be considered experts and in the top band.
